How to End Homelessness handbook

The How to End Homelessness handbook developed by our associate partner, the Slovak NGO STOPA Slovensko introduces homelessness as a complex social issue that requires coordinated, systemic responses rather than isolated interventions. It highlights the need to move beyond emergency solutions and instead focus on long-term strategies that address the root causes of homelessness, including structural inequalities, housing shortages, and gaps in social support systems.

The publication emphasises the importance of a person-centred and rights-based approach, where access to housing is recognised as a fundamental human right. It presents Housing First and prevention as key pillars in effectively tackling homelessness, while also underlining the role of integrated services that combine housing with tailored social, health, and employment support.

The handbook aims to support practitioners, policymakers, and organisations in developing more effective responses by sharing knowledge, practical experience, and guiding principles. It encourages collaboration across sectors and levels of governance, with the ultimate goal of creating sustainable pathways out of homelessness and preventing it from occurring in the first place.
