Australia
Australia has developed a range of programmes across the states that are informed by Housing First principles. Most use scattered-site housing with tenancy sustainment supports, while a smaller number provide purpose-built supportive housing, such as the Common Ground model.
Scaling remains limited, largely due to the shortage of affordable housing and constrained funding for wrap-around supports. Long-term support beyond 2–3 years is more common in purpose-built supportive housing than in scattered-site programmes.
To ground the approach locally, Homelessness Australia and the Housing First Trainers Community of Practice adapted international principles to create the Australian Housing First Principles. In Western Australia, Noongar leaders further adapted these to reflect the cultural context of Noongar communities. Both sets of principles are now widely shared across the sector.
Homelessness Australia and sector leaders are also working to drive Housing First systems change – shifting the focus from crisis responses towards permanent housing and support as the foundation of Australia’s homelessness response.
The Homelessness and Housing First in Australia webinar explores the state of play in more detail.
