Study on homelessness prevention in Denmark

This report explores how homelessness prevention can be strengthened in Denmark by building on the Housing First approach. It presents examples from Danish municipalities that have developed strategic approaches to identifying and supporting people at risk of homelessness before they enter emergency shelters or temporary accommodation.

The report highlights practices such as outreach prevention teams, early identification of people at risk, flexible support services, and stronger collaboration between municipalities, housing organisations and social services. A key development is the extension of Housing First principles and support methods (such as CTI, ICM, ACT and M-ACT) to people at risk of homelessness, not only those already experiencing it.
