This collection of best practices, compiled by FEANTSA with the support of the Laudes Foundation, highlights how vacant buildings across Europe can be transformed into affordable, dignified housing. From temporary shelters to long-term housing models, these examples demonstrate how repurposing existing buildings can provide dignified, affordable housing while promoting social inclusion and sustainability. The initiative highlights what’s possible when local authorities, NGOs, and communities work together to address both housing needs and the climate crisis.
From Huts to Homes practice (Budapest, Hungary)
In Budapest, around 16% of housing units were uninhabited in 2022, including many vacant municipal flats that could not be rented due to poor conditions and limited renovation funding. The From Huts to Homes project renovates these empty apartments with the support of volunteers, enabling people experiencing homelessness to access permanent housing. The initiative also serves as a model for municipalities and NGOs seeking to develop housing-led solutions through the reuse of existing public housing stock.
