Economic potential of Housing First–based support in Denmark

This briefing analyses the municipal costs of Housing First support compared with traditional homelessness responses, such as stays in shelters or long-term institutional accommodation. It compares several Housing First support models with the costs of staying in shelters under Section 110 of the Danish Social Services Act.

The analysis shows that Housing First support is often financially comparable to, or cheaper than, shelter-based responses over a five-year period, particularly when it helps people avoid long stays in emergency accommodation. In contrast, long-term institutional housing solutions are significantly more expensive.
