Crisis Housing First in London and Newcastle: Final Evaluation

This publication presents a comprehensive analysis of Crisis’s Housing First services in London and Newcastle, which support people with complex needs to move away from homelessness into secure housing. The report examines implementation fidelity, housing access, tenancy sustainment, and cost effectiveness, drawing on extensive data analysis, interviews, and “stories of change.” Findings show that while both services achieved strong outcomes in engagement and support intensity, challenges remain around housing availability, inter-agency collaboration, and long-term funding sustainability. The evaluation offers key lessons for policymakers and practitioners on delivering high-fidelity Housing First within constrained housing markets.
