Approved Housing Bodies as Landlords to People Moving out of Homelessness
As Ireland works to provide long-term housing solutions to people exiting homelessness, Approved Housing Bodies (AHBs) have emerged as central players. This report by Focus Ireland examines the role of AHBs as landlords, exploring how they support some of the most vulnerable tenants and contribute to national efforts to end homelessness.
The report draws on interviews and survey data with AHB staff, tenants, and key stakeholders to assess how well AHBs are meeting the needs of those moving out of homelessness. It highlights a wide range of experiences—both positive and challenging—and outlines how the right supports, processes, and inter-agency cooperation can ensure better tenancy sustainment and improved housing outcomes.
The findings offer valuable insights into issues such as housing quality, communication, tenancy management, and the balance of responsibilities between AHBs, local authorities, and support providers. In doing so, it sets out clear recommendations for policy and practice to ensure that AHBs are equipped to be strong, effective landlords for people leaving homelessness behind.
