The final report of the Erasmus+ project Adapting Housing First: Bridging Gaps, Meeting Needs

This report explores how the Housing First model is implemented, adapted, and further developed across Europe, drawing on examples from Finland, Germany, Ireland, and Spain to illustrate a range of national and local contexts. The analysis is based on qualitative evidence gathered through individual and group interviews, site visits, field observations, and case studies, complemented by a Europe-wide training needs survey. Collectively, these sources offer a comparative insight into how Housing First operates in practice within different welfare systems, housing markets, and organisational frameworks across the continent.

This the final report of the Adapting Housing First: Bridging Gaps, Meeting Needs project which is based on a European collaboration that examined how Housing First principles are implemented, interpreted, and adapted across diverse local contexts throughout Europe. The project was funded by the European Union’s Erasmus+ Programme.

Led by Sophia Housing Association, the initiative brought together key organisations from four countries — Y-Foundation (Finland), Housing First Berlin (Germany), and Arrels Fundació (Spain) — to explore how Housing First can evolve to meet emerging needs on the ground.

The Adapting Housing First project operates within the field of Vocational Education and Training (VET), supporting cooperation among organisations to enhance the quality and relevance of VET across Europe. Through this partnership, the project aims to strengthen shared learning, promote best practices, and contribute to the ongoing development of effective Housing First approaches.
