For Denmark, Housing First has been the guiding principle of its national homelessness strategy since 2009. The main goals of the strategy are significantly decreasing the number of citizens in homelessness and ending long-term homelessness.

Key elements of Housing First have been incorporated into law since October 2023, and other key elements are supported by significant national funds (e.g. 1bn DKK) have been allocated to ensure more affordable homes). The legislation now includes financial incentives to help citizens into permanent housing. It also ensures partial refunds for municipalities providing evidence-based support interventions (CTI, ICM or ACT) for citizens that move from a temporary shelter to a permanent home.

Many other activities to supporting a nationwide implementation of Housing First are nationally funded for the years 2022-2025, amongst which is a national partnership entrusted with the task of monitoring the progress of implementing Housing First across the country.

The national partnership emphasises data-driven decision and must consecutively discuss possibilities and barriers towards implementing Housing First in Denmark. The partnership annually reports to the national authorities and the political level.

The national partnership involves a wide range of key stakeholders including representatives from municipalities, non-profit organisations, housing associations, research institutes, foundations and governmental organisations. All of the stakeholders in the partnership are focused on the implementation of Housing First and they bring in perspectives from the different organisational backgrounds that they represent.

The national partnership is administratively supported by a secretariat consisting of the Danish National Authority.
