Housing First in Action: Local Strategies and Examples from Across Europe

Housing First is a widely recognised, evidence-based solution to homelessness, but implementation varies significantly across Europe. Many local authorities have taken the lead in adapting Housing First to their contexts, despite ongoing challenges around funding, scaling, and access to housing.

This report by Eurocities highlights concrete examples from cities including Ghent, Zagreb, Lyon, and Helsinki—showcasing how municipalities are translating the Housing First model into action on the ground. It also outlines key success factors, barriers, and recommendations for expanding Housing First programmes across different urban contexts.

By exploring the experiences of cities at different stages of implementation, this report aims to inspire and inform local authorities, policymakers, and service providers across Europe.
