Abstract: Evidence continues to pile up from the United States, Canada, Europe, the United Kingdom and Australia that Housing First Programs can end homelessness for people who have been chronically homeless. These programs are not new to Australia. However, they have not been widely funded and where they do exist limited outreach capacity and a lack of dedicated housing stock has constrained their capacity to reduce street homelessness in an environment of limited social housing and decreasing housing affordability.
