A study of living and housing costs and housing supply for people experiencing homelessness in Denmark

This study examines whether people experiencing homelessness in Denmark can realistically afford the housing available to them. It analyses income levels, living costs and the availability of housing at different rent levels, with particular attention to the housing segments typically used in Housing First programmes.

The report finds that access to affordable housing is a critical precondition for the success of Housing First. Even when support services are available, many people leaving homelessness cannot afford the rents in large parts of the housing market. The study therefore highlights the importance of expanding affordable housing supply, strengthening cooperation with social housing providers, and using tools such as municipal housing allocation and housing subsidies.
