Housing First starts with a simple idea: instead of asking people to prove they are “ready” for housing, it offers immediate access to stable homes, with tailored support. This approach works: it restores dignity, improves well-being, and delivers long-term results.
Our advocacy paper begins by explaining what Housing First is and why it works, alongside a snapshot of the current policy landscape in Europe. While Housing First has a strong evidence base and growing support, its full potential is still far from being realised. We identified four key structural barriers—from housing shortages to short-term funding—and outline concrete recommendations to embed Housing First into national homelessness strategies and the EU Affordable Housing Plan.
To truly end homelessness in Europe, Housing First must become the cornerstone of social, housing, and health policies. As the EU shapes its future framework, it has the opportunity—and responsibility—to adopt evidence-based solutions that put human dignity and housing rights first, fulfilling its commitment under the European Pillar of Social Rights and the goal of ending homelessness by 2030.
